How to Apply for Welfare Assistance

A simple, family-centred process for reporting a genuine welfare need, submitting relevant information and receiving a transparent decision from AICSS.

Family-based membership Taluk-level forwarding Central review Need-based assistance
01 • Eligibility

Who can submit a welfare request?

Ordinarily, welfare assistance is available only to an active enrolled family and its eligible enrolled family members under this initiative.

Primary applicant

Family Head

The registered pastor, evangelist, missionary or other eligible church or ministry worker submits and manages the request through the family account.

Family support

Spouse or adult representative

Where the Family Head is unable to submit, the spouse or an adult family representative may communicate the need, subject to confirmation and consent.

Membership condition

Active family membership

The request must concern the Family Head or an eligible family member included in the registered family account. Enrolment does not guarantee assistance.

Project boundary: This is an individual-and-family initiative. Churches, fellowships, NGOs, schools, hospitals and other organisations do not submit institutional welfare applications under this project.
02 • Reporting a need

How a pastor or family reports a need

The Family Head uses one family membership account. The software retrieves the existing family information so that applicants do not need to enter the same details again.

1

Sign in to the family account

The Family Head logs in using the registered membership credentials.

2

Select the welfare category

Choose the relevant approved assistance category, such as medical care, education, accident or emergency relief, funeral assistance or another available programme.

3

Explain the need

Identify the family member requiring assistance, describe the circumstances, provide the relevant date and state the estimated support required.

4

Upload available documents and submit

Attach the relevant supporting documents available at that time. The system generates an application reference number.

Emergency contact: In a serious emergency, the family may first contact the designated AICSS coordinator through the officially published contact channel. The formal application and supporting documents should follow through the approved procedure.
03 • Information and documents

Basic information and supporting documents

Membership information already held in the AICSS system should be automatically retrieved. Only details relevant to the particular welfare request need to be entered.

Automatically retrieved

Family account details

Family Membership ID, Family Head details, contact information, enrolled family members, membership status and contribution/renewal status.

Entered for each request

Welfare need details

Selected welfare category, affected family member, date of event or need, description, estimated amount and relevant explanation.

As applicable

Medical, accident or funeral records

Doctor's report, prescription, hospital estimate, medical bills, accident or incident report where available, or death confirmation/certificate where relevant.

As applicable

Education or livelihood records

Bonafide certificate, fee demand, institution details, training admission, quotation or project estimate, depending on the request.

Data minimisation: AICSS should not demand every document for every application. Additional evidence may be requested only when necessary. Avoid collecting Aadhaar copies, bank passbooks or sensitive medical records unless they are genuinely required for the specific purpose and handled securely.
04–05 • Taluk coordination

Automatic routing, Taluk review and forwarding

After submission, the software routes the application to the designated Taluk Leader or Coordinator associated with the registered family location.

Family HeadSubmits the online welfare application

Taluk reviewChecks basic completeness and adds preliminary observations, if needed
Forward to AICSSSubmits the application to the Central Office through the system
Role boundary: Taluk Leaders and Coordinators receive, review for completeness and forward applications. They do not make the final welfare decision and must not promise or independently disburse assistance unless formally authorised.
06 • Verification

Central verification and selective second verification

AICSS Central Office normally reviews the application and documents received. Additional local verification is arranged only in selected cases where further clarification or confirmation is considered necessary.

1

Central initial review

Checks family membership and active status, application details, supporting documents and the nature of the reported need.

2

Decide whether more verification is needed

AICSS determines whether the available information is sufficient or whether additional local confirmation is appropriate.

3

Second-level local verification, if required

A nearby authorised representative may contact the family, check relevant information or conduct a visit where appropriate and with due regard to privacy.

4

Report returned to Central Office

The representative submits findings through the AICSS system. The representative does not approve or promise assistance.

Selective verification: Second-level verification is not compulsory for every application. It is used only for a small number of cases where AICSS considers it necessary for a fair and responsible assessment.
07 • Review and approval

How assistance is reviewed and approved

After the review and any necessary verification, the authorised AICSS authority assesses the request under the applicable welfare programme.

Eligibility and need

Active family membership, whether the affected person is covered, the nature and urgency of the need, and the relevant programme conditions.

Evidence and assessment

Supporting documents, preliminary observations, any second-verification report and the amount reasonably required.

Available resources

Donations and funds actually available, approved welfare allocation and applicable financial and charitable requirements.

Decision by the authorised AICSS authority

The request may be approved, declined, deferred or returned for further information. The decision, reasons or status, approved amount (where applicable) and relevant records will be maintained in the AICSS system and communicated to the applicant.

08 • Disbursement

How approved assistance is provided

Approved assistance is provided through authorised banking channels, using a payment method appropriate to the welfare category and approved programme rules.

Medical assistance

Payment may be made to the hospital or service provider, or to the verified beneficiary where permitted by the approved programme.

Children's education

Approved education assistance is paid directly to the approved educational institution.

Family, accident and funeral support

Payment may be made to a verified eligible beneficiary, authorised family representative or relevant service provider, according to the approved rules.

Livelihood and skill development

Payment may be made to an approved service provider or verified beneficiary, according to the specific programme and approval.

Payment records: AICSS records the approval, payment date, amount, recipient, banking reference and relevant supporting evidence. Cash payments should ordinarily be avoided. Government welfare scheme facilitation is generally guidance and application support, not an AICSS cash grant unless a separate grant is expressly approved.
09 • Financial transparency

Assistance depends on available funds and is not guaranteed

AICSS seeks to mobilise voluntary support for genuine and verified welfare needs. The assistance that can be provided depends on donations and funds actually received and available for charitable use.

Prayer, compassion and voluntary welfare support

AICSS may publish an approved prayer and welfare assistance appeal and invite voluntary contributions from supporters and well-wishers. Small contributions, including ₹100 or more, may help build a collective response to a genuine need. Such donations are voluntary and are not an additional membership fee or compulsory payment for applying for assistance.

Membership contributions
One family-based membership structure, with the applicable contribution calculated per enrolled family member.
Voluntary charitable donations
Donations may be invited through approved appeals. No additional compulsory contribution is imposed on applicants.

No guaranteed amount

AICSS cannot guarantee that the full amount requested will be collected or that every application will receive complete financial assistance.

Responsible use of funds

Assistance is determined according to verified need, approved programme rules, available funds and authorised approval.

Donor accountability

Contributions and payments are recorded. Donor acknowledgements and appeal summaries are provided with due regard to privacy and donor preferences.

Official payment channels: Donations should be received only through the registered trust's official bank account and approved electronic payment facilities. Personal payment accounts of individual office-bearers should not be used for public fundraising. Specific donations restricted by a donor to an approved appeal should be tracked and applied according to the stated restriction and applicable law.

Payment of family registration, monthly, annual or lifetime membership contributions does not create an automatic right to welfare assistance. Assistance is discretionary and subject to eligibility, verification, available donations and funds, approved charitable purposes and authorised decision-making. AICSS charitable assistance is not conditional on religious belief or participation in religious activities.
